This Standard Operating Procedure defines how TradVolt verifies the UN38.3 transport-test dossier for solar Balance-of-System (BoS) equipment containing or supplied alongside lithium cells, when shipped from the People's Republic of China to Ireland. It is intended for compliance officers, freight forwarders, and OEM quality teams operating in the TradVolt supply corridor.

Scope: Lithium cells or battery packs integrated into, or shipped alongside, solar BoS hardware (e.g., monitoring nodes with Li-ion backup, solar trackers with Li-Fe-Po4 buffer packs, communication gateways). Pure lead-acid cells fall outside UN38.3 and are excluded.

7. Incoterms & Document Flow (CN, IR)

The corridor is typically quoted as FCA Shanghai / Shenzhen or CIF Dublin / Cork under ICC Incoterms 2020. Document flow pairs the OEM test summary (CN) with the EU-side customs filing (IE):

CN side: UN38.3 test summary + MSDS + commercial invoice + packing list + FIATA FCR or B/L.
IE side: customs declaration (SAD / electronic), HS assignment, duty + VAT settlement, VAT recovery via Revenue ROS.

8. Quality & Sampling Reference

Where physical inspection accompanies the paper audit, TradVolt applies ISO 2859-1 AQL sampling (general inspection Level II, AQL 1.0 for critical marking defects, AQL 2.5 for major). The AQL plan is filed alongside the marking photos in the dossier.

9. Escalation

If any T1–T8 section shows FAIL, the verdict is REJECT and the shipment is held.
If the lab is not CNAS-accredited for the scope, the dossier is HOLD pending a re-test at a CNAS-accredited lab.
If carton markings do not match the declared UN entry, the forwarder is asked to re-label before carrier handover.
